Linden Public Schools adopts ‘bell-to-bell’ personal device policy for 2026-27

Policy 5516 takes effect Sept. 2, restricting student use of personal internet-enabled devices throughout the school day

LINDEN PUBLIC SCHOOLS, NJ (Aug. 20) — When Linden Public Schools students return to classrooms Sept. 2, personal internet-enabled devices will be put away from the opening bell through dismissal under a new districtwide policy designed to reduce digital distractions and strengthen learning, student well-being, and face-to-face connection.

The Linden Board of Education adopted Policy 5516, Student Use of Internet-Enabled Devices, on Aug. 20 in accordance with a new state law requiring New Jersey public school districts to implement bell-to-bell policies beginning with the 2026-27 school year. The New Jersey Department of Education says the policies are intended to promote student well-being, academic engagement, and digital safety.

For students in kindergarten through grade 12, that means no use of personal internet-enabled devices during the school day, including during lunch and passing periods. Devices brought to school must remain off and stored according to district and school procedures.

Families who need to reach their child during the school day should contact the school’s Main Office. Students who need to contact a parent or guardian should also go to the Main Office for assistance.

Linden Public Schools is framing the new expectations around three goals: Focus. Safety. Connection.

The policy is intended to give students more opportunities to focus on teaching and learning, establish clear and consistent expectations during the school day, and encourage more face-to-face interaction among students and staff.

The policy does not eliminate technology from classrooms. District-issued laptops, tablets, and approved platforms may continue to be used for educational purposes under staff direction. NJDOE guidance allows districts flexibility in implementation, including decisions about device storage, supervision, and enforcement.

Exceptions for student needs

The policy includes limited exceptions and accommodations for students with documented or authorized needs, including IEP and Section 504 accommodations, student health plans, translation services and student caregiving responsibilities. Exceptions also apply during emergencies and in certain circumstances when no reasonable alternative to using an internet-enabled device exists. Students with approved accommodations will continue to receive the supports required by their individual plans.

Emergencies and student safety

During a lockdown or other emergency, students should follow the directions of school staff and emergency personnel regarding personal devices. Families will receive verified information through the district’s official communication channels.

Violations of the new rules will be addressed in accordance with Policy 5516 and the district’s Student Code of Conduct, using consistent, developmentally appropriate and progressive responses.
